Sheff Wed Confronts Major Issues, Says Football Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's persistent issues constitute a "significant problem" and the new football authority is looking to gain the ability to investigate clubs in comparable cases, the newly appointed chairman the regulator has declared.

Through a comprehensive talk, Kogan, who was recently selected, voiced concern towards Wednesday's fanbase.

Kogan met with four supporter groups representing the South Yorkshire club recently.

The football club have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on several different times, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the regulator explained.

"The club represents one of the historic institutions for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be open to selling the club at their home ground, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in earlier this year led to sanctions by the football authorities in summer, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although the ban was rescinded in late summer.

Regulator's Perspective

Kogan said: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a community organization that has represented their community in multiple situations.

"I completely understand Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you review the record of the sport, over the past few decades there have been particular chairmen, not many, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to explain the responsibilities of the oversight body this week and stated it constituted a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the significant advances achieved might evaporate swiftly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has been channeled for the recent generations, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an commercial operation of the elite league.

"As someone who appreciates the worry about compromising the division as a high-quality offering of England. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in recent years.

The 68-year-old contributed funds to government minister the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any type of partisan engagement."
